In the United States, fourteen rural transit systems in Washington State have adopted zero-fare policies—either permanently or through pilot programs since 2020. Additionally, since September 2022, the state implemented a massive plan providing free fares to travelers aged 18 or younger across most local and intercity transit systems, the Washington State Ferries system, and state-run intercity Amtrak trains.

Specialized Groups

Specialized groups often benefit from targeted zero-fare policies. Student transportation is a common model, enabling young people to commute without direct payment. For instance, the University of Wisconsin–Stevens Point partially funds the local Stevens Point Transit system and covers two free late-night routes to mitigate drunk driving.

Similarly, Nottingham operates a free “Hopper Bus” service linking its University Park, Jubilee, Sutton Bonington, and Royal Derby Hospital campuses, filling gaps where commercial operators do not offer direct routes. Travelers must present their valid university ID for verification upon boarding. Other systems offer free transport because a government agency, company, or specialized service already subsidizes the collection costs.
