Nkrumah chose to create famous structures like Independence Square, the State House, the Organization of African Unity headquarters in Accra, and refurbished Christianborg Castle instead of ornate fountains and a large Parliament complex. Nkrumah made the decision to preserve Independence Square and the Community Center’s symbolic value by leaving the Atlantic coastal region undeveloped. Order was given higher priority in the Fry/Treavallion plan than in the Nkrumah plan. While allowing the continuous concentration of commercial buildings into the CBD and promoting migration into Jamestown, the British design aimed to lessen the congestion of the outlying districts.
